Ruslan Chernolutskyy is a Managing Partner of the AstapovLawyers’ Odessa office. Ruslan provides advice to the clients in the areas of international corporate law, administrative law, maritime and shipping law, including cargo claims, negotiation of multiple voyage charters, ship registration and flagging, ship construction and financing.
Mr Chernolutskyy is a graduate of the I. I. Mechnikov Odessa National University Law School (Department of Justice Administration and Legal Practice in the National Economy) and Odessa State Law Academy (Civil Law and Business Department). In 1999-2001, Ruslan was a student of the National Academy of Public Administration under the Office of the President of Ukraine (Project Management Department) and got a Master’s degree in Project Management. In 1999 – 2003, he was a post-graduate student of the Odessa State Law Academy (International Law and International Relations Chair). In 2006, Ruslan Chernolutskyy successfully defended his PhD thesis Legal Standing Issues and Ukrainian Conflict of Laws, and was conferred a PhD degree. In 2008, Mr Chernolutskyy passed qualifying examination and acquired attorney’s license.
Prior to joining AstapovLawyers team, Mr Chenolutskyy worked as a Secretary at the Balta District State Administration Coordinating Committee for Combating Corruption and Organized Crime, and practised law as an in-house counsel at SOGLASIE LLC, a subsidiary of BLUE DOLPHIN SHIPPING SERVICE INC., and led the company Lex Union. Since 2008 and to date, Ruslan has been a CEO at the Mercy Adresses Social Assistance and European Values Charity Fund. In 2008 – 2009, Mr Chernolutskyy was an Associate Professor with the International and Maritime Law Department, teaching international private law at the Odessa National Maritime Academy. Since 2009, Ruslan has been teaching international private law at the International Humanitarian University (Associate Professor, International and Comparative Law Chair).
Mr Chernolutskyy is an assistant of a Ukrainian Parliament member and a legal adviser of a Vice Chairman of the Ukrainian Parliament Committee for Tax and Customs Policies since 2006. Ruslan is the head of People's Advocate, an Odessa-based social program, since 2006. Ruslan also advised the Odessa Regional Council on legality, law and order, civil rights and interethnic relations.
